First posted A New York City taxi driver in court on charges of running a drug cartel, and prosecutors are warning the city may have to take control of the Taxi and Limousine Commission.
Two prosecutors described taxi driver Joseph Rodriguez as one of the most significant drug cartels to emerge from Mexico.
"He is the most important drug cartel leader we have found in New York City," District Attorney Cyrus Vance Jr. said at a press conference on Tuesday at a Midtown
drug store online Manhattan courthouse.
"He is the one and only drug dealer with a permanent place in history."
Rodriguez was arrested at the corner of West Broadway and Sixth Avenue in midtown Manhattan on Monday evening by the NYPD, and prosecutors said Tuesday that they were working with the Metropolitan Transportation Authority to seize his phone and equipment.
Rodriguez was charged with a half dozen counts of distributing heroin, cocaine, hallucinogens, amphetamines and morphine with one count each of criminal possession a weapon and narcotics conspiracy.
Prosecutors said that Rodriguez was the leader of an organized group operating taxi fleets in New York and Jersey would "drive the taxi cabs and dispense drugs."
One of his alleged lieutenants, Jose Martinez-Valdez, was also arrested Tuesday. They are both on heroin charges, prosecutors told reporters.
Vance said that after a lengthy investigation, "We believe we have the largest organized criminal group ever charged in this country."
"These are organized drug cartels who control cab drivers throughout both New York and Jersey."
The indictments, filed in federal court, detailed how the taxi cartel was making money by charging passengers in New York with illegally paying fares, and they claimed the driver would deliver drugs and collect the money after passengers paid.
"You don't have to do it," prosecutors told the press conference. "It's not difficult."
Prosecutors said that the cab drivers had connections to both cities' police command and organized crime organizations, with Rodriguez directing his gang by providing security to the crews.
Police sources told news outlets that the suspects targeted their cab fleet because, in the case of illegal taxis, drivers would be taken into custody by police and charged with operating without a license or insurance.
